This is the best news site for the emulation of RPGs. Right now, though, it's staff is taking a break to redo the page.

EMU News Service
The best site for emulation news. Very informative, constantly updated

Snesmerism, Inc.
This is the best place to find SNES ROMs. They have them by the barrelfull!

HapeQB
This is the best place for NES and Game Boy ROMs. They have over 600 of each! They have ROMs for other systems as well.

the ruined crossSection
This is a good site. It has ROMs of RPGs for almost every system. Every week, they have a new RPG, Shooter, and Rara ROM.

Diversion's Dojo of Emulation
This may be a promising ROM site, if they get all their ROMs up...

Final Fantasy on the Web
This site is devoted more to Final Fantasy than to emulation, but it does have a small emulation section.

Irsangla
This site has a good number of ROMs, and they're sorted by series.

Game Studioz
This is a good site for news on SNES emulation.

Emulation World
This site has some SNES ROMs.

VG Kawaii
This is a good site for Rare and Anime-related ROMs.

RPG Emulation Central
This is a good place for RPG ROMs for all systems.
